Looks like a Wheego Whip! Didn’t even know that was a car company until this year, but there’s actually a dealer in my area. Never seen one on the road, though.

A random/small electric car company sells these. It’s their electric drivetrain sold inside a blatant Chinese ripoff of the smart fortwo, otherwise only made for the Chinese market.
